EDUCAÇÃO E SAÚDE COMO PRESSUPOSTOS BASILARES PARA O DESENVOLVIMENTO – EDUCATION AND HEALTH AS BASIC ASSUMPTIONS FOR DEVELOPMENT

Vive-se atualmente numa sociedade global em que todos os aspectos da vida social encontram-se interligados e são interdependentes. A globalização também abrange o direito de modo geral, incluindo-se a normatização sobre os Direitos Humanos, que são instituídos de forma universal. Sob o aspecto filosófico há grandes divergências no que tange à universalidade ou relatividade dos Direitos Humanos, não existindo resposta única e pacífica para esta questão. Os Direitos Humanos, na perspectiva da saúde e educação, Direitos Humanos Sociais, tem que ser em todo e qualquer Estado, independentemente de seu caráter universal ou relativista, pautados na premissa de que o desenvolvimento se processa através da expansão das liberdades reais humanas.

ABSTRACT: Currently, we live in a global society in which all aspects of social life are interconnected and interdependent. Globalization also covers rights in general, including human rights standardization, which is universally established. Under the philosophical aspect, there are large divergences regarding the universality or relativity of human rights, and there is no a single and peaceful answer to this question. The Human Rights, from the perspective of health and education, Social Human Rights, regardless of its universal or relativistic character, based on the premise that development is processed through the expansion of real human freedoms, must take place in every and any State.
